Well, I'd have to guess Doctor Who in that case. Although if you include the original series, it goes back to the 60s.
Okay, doubt this is correct, but I'll guess A Bit of Fry and Laurie.

Okay, another hint for "Tonight's the night."
It was the very first line of the first episode, repeated a few more times throughout the series. Category: crime drama.
"You know, say what you will about America, 13 bucks still gets you a hell of a lot of mice."
I didn't care much for this one either, though I like a lot of Kubrick's stuff. Dr Strangelove might be my favorite.
