when I lived in Provo Utah, I worked for a loan company, it was called the Provolone Company
ahhhhh, that makes sense, sometimes I can't believe how fast they talk, but that technology is not new at all, about 10 years ago I bought an electric piano that could record what I was playing, and I could speed up or slow down the speed of what I recorded, not really a big deal but what amazed me was that the pitch or the tone stayed the same, so if they speed up the lines, the actor's voice will stay the same instead of sounding like the chipmunks,
EDIT:.......however...."the point being to force the audience to listen more carefully"
To speed up the voices might just be a timing thing, if they need another 30 or 40 seconds they could get it that way.
