The script called for the Russian to have an unrealistically stupid line, basically threatening to exterminate black people, which could serve no other purpose than to goad Nomi into killing him. And that was indeed the sole purpose of having him say those things. Lazy writing. "We want this guy to get killed, but how can we do that in a way that will seem justified and not an act of cold blooded murder?" Stupid racial threat to the rescue.
