I would definitely say Erin. She shouldn't have been part of the show at all. She was made overly stupid and naive, and she didn't look funny at all. Completely redundant and unfunny character. Don't know whether it's the actor herself or what's the reason, but damn her character was poorly executed.
I didn't think he was so bad initially, but on repeated watches the guy is just so insipid. I don't believe anyone could take so much abuse from someone as physically unimposing as Michael Scott.

Some people don't know how to handle conflict or stand up for themselves, for various reasons pertaining to their upbringing and past experiences.
Toby was a necessary "depressing" character. Brian, like Andy, was an interesting evolving character through the Seasons. He started off as this quiet but focused guy who wanted to make career, but ended up as a cocky and eventually imploding mess.
Erin was just a redundant character possessing many of the same simple-minded features as Kevin. With the exception she was a female and not fat, and Kevin was at least often funny. Erin's character was just bad.
Agree, she was annoying. A wannabe marriage wrecker who can't take a hint, even when applied with a sledgehammer. Perhaps the most pointless thing is that there is no resolution. She just disappears. I know she was a temp, so that happens, but it would have taken but a couple minutes to resolve the Jim thing. Would have liked to see her get run out of town or something, or at least have it dawn on her that *she* was the bedbug.
Other questions are, if she was just a temp why was she still in the office after Pam came back from maternity leave. Why did she go on the Florida trip, except for the obvious reason, as she was only a temp. That was just nonsense. Then she was forgotten. But all this took place in season 8 where nothing made sense and the "writers" were penning any old bollocks just to fill out the running time.
Regarding the main office "staff", I found all of them amusing in their own ways. But if I had to truly pick, I'm afraid you're right by default OP. I didn't hate Erin, but she was less unique/crucial to the show's dynamic, than the rest of the cast.
Edit: I forgot about Gabe, who was part of the staff for a couple of seasons. He WAS pointless. I guess he was filling in for Toby?? Sorry, my memory escapes me now lol.
