The funny (or unfunny?) thing is that these people seem to be more common than you think. They tend to be the least you would expect. I.e. Bill Cosby. Nobody saw this beloved "family man" could be this huge rapist who drugs women.
They tend to be very charming and glib that you wouldn't expect that.
Could it be a conspiracy?

To be honest though, I'm sure people felt the same way in the 70s/80s/90s/2000s of that pessimistic outlook.
But maybe you do have a point. I think this "decline" happened after 9/11. After that, with the Patriot Act, Homeland Security, airport security, etc it does seem the world is more of a dystopian place compared pre-9/11.
