I think Trump is a genius. If this proposal happens, the immigrants get to stay, and more can come, and the companies can continue to get the cheap labor, and the mouth breathers get to wave their flags on the Fourth of July. Like he said November 1, 2018, "They should apply to come into our country. We want them to come into our country very much. We need people to help us, with all of these companies that are coming in."
I agree. This was a big deal when it was released. I saw it, and was like, is that it? I think it had to do with Baby Boomers getting older and nostalgia. 1986, these kids were 12 in 1959.
I get a kick out of all the driving they do, back and forth, Tijuana, San Pedro, (Arizona!) I'd be like, screw that traffic. Hell it's 30 miles from Oceanside to San Onofre. And there's ALWAYS traffic. And Lucy's driving to Oakland?

Quick Google search will tell you Mexican street gangs in Los Angeles have been active since the 1920's, or earlier. White Fence, 38th Street, etc.
It also says that black street gangs have been around since the 1920's, but black "gangs" were not the same as Mexican gangs, culture, structure, purpose, etc. Mexicans have always been in Los Angeles in large numbers. African Americans have always been generally lower percentage of population relative to other large urban areas, and quite frankly I don't know how many were here before World War 2.
In "Cool Hand Luke" there was a scene like that.
I also saw this at a drive-in double feature with The Gauntlet. Really liked it. Just watched it on YouTube. Fun movie. I liked it more than Dirty Mary Crazy Larry, and Thunderbolt and Lightfoot
