Do people get the difference between British and English?

Someone who emigrates from Russia to London, who is legally a citizen of Britain, can be called British. They are a British Citizen. However they are NOT English, because they were not born here and are not part of that culture.

well , that all very well for countries that "have two layers" e.g. england is inside the UK
what if you'd have emmigrated to a country like , say , Germany?
you wouildnt be german?
for that example, they might say "I am German, but I am not Dutch".
Theres layers in every country Im sure. Some would be harder to pin down when they have a giant amalgamation, but going by the majority should be fine.
The greate question is: do we care? Why would we?
