There are a million variables when it comes to birth and babies and it's best left up to the woman herself and her physician.
First, if the child in her womb is "already dead", then removal of the body is not an abortion.
Second, if you decide that the child's life loses value based on the age of the mother, or criminal acts by the father, etc., then it means you are treating a person's life as disposable. You can effectively deem anyone's life as valueless - and therefore, worthy of death - if external factors determine it as such. That is an immoral framework.
Instead, I value all human life as having inherent value. This means life has value regardless of external factors. Yes, a horrible act may have led to the creation of a human life, but that horrible act in no way diminishes the wonderful value of that new life.
First, yes women have to have an abortion if she doesn't expel the fetus after a miscarriage. This happens a LOT.
Second, it's not a child's life when it doesn't have a brain. We consider people as not alive when there is brain death. How is it any different?

I can assure you that no pro-lifer is opposed to removing a child from a womb that is already dead. In other words, that is a non-issue.
Second, an unborn child is developing - developing brain cells, organs, etc. If this were not a life, it would not be developing these parts of a body. No dead person is developing organs like an unborn child is. If the unborn child's body ceased from development, then you could say that the child was dead. However, with abortion, it is the act of abortion that kills the baby and ceases all development.
Third, what do I think should happen to women and girls who have abortion? Probably the same that would happen to them if they took a one-hour-old baby and did something bad to it. What happens if a 14-year-old girl gives birth in a bathroom and tries to throw her child in the trash?
Women have a right to their own bodies. But half of the bodies they are exterminating through abortion are females too!

There are a THOUSAND variable where a woman NEEDS an emergency abortion like when a baby has died in her womb and her body does not expel it or it is an eptopic pregnancy. Making it hard to get makes it absolute torture for these women. If a baby will be born with a horrible genetic disease like butterfly syndrome where there skin falls off and they die as children, every moment of their life is excruciating. I wouldn't sentence a child to that if I had the ability to have an abortion before they develop a brain stem.
