How desperate and hungry does a person need to be to eat cats? It seems to me that if they didn't eat cats, dogs, ducks etc then they would really resort to stealing.

So whose fault is it? It's the government under Kamala and sleepy Joe. Dumping people with, apparently, little supervision or follow up seems to me to be a human rights violation.
