Biden has been directed to stoke the fires of revolution. This has been planned and well thought out. The lava in the volcano is going to erupt. Believe me it is not going to be pretty. Once being given context, the next stage in a normal, good faith discussion, would be to either argue that the context justifies the way the quote sounds, or that it means something different, OR, that indeed, it was as bad as it sounded.
It was wrong of Biden to say that. Neither the GOP nor MAGA have "semi-facist" "phiolosphies".
