I believe the actual explanation was supposed to be that Mamalois Edmonds had him dug up by someone then had the hole refilled after they took out the body.

The unprocessed trash was what attracted the sharks not the glass. Also at 90 feet below sea level, a tidal wave would not build up enough mass to reach down there. They only build up in height in the shallows.
