I would guess the the "science" of the device wasn't that the wheels were turning, but that the machine (in the delorean) was actually moving at 88 mph. So, if they could have put it on a rocket sled and shot it down a track at 88 that would work even if the wheels were completely stationary. Samantha does have a fairly large circle of relatives of the older generation: There was Uncle Arthur, Aunt Clara, Aunt Bertha, Aunt Grimalda, and Aunt Agnes. Ignoring Avortac, who seems to have a one-track and very limited mind, the scene can be confusing.The method in the movie is classic Superman from the comics; flying faster than light in a clockwise direction takes one to the future and flying counter-clockwise takes one into the past.
