Tommy appears after several episodes into season 1. he is the new kid at school and he's brainwashed by Rita and becomes evil. She makes him her green ranger. 5 episodes later he becomes good. I have no clue when he becomes the white ranger.

Speaking of Tommy, it was cool to see the OG Tommy and Kimberly in this movie even if it was just a quick shot.

Yeah, in the mid-credit sequence the film does show that Tommy will be in the sequel. I keep hearing rumors that the filmmakers and some of the cast want to cast a girl as Tommy (or I guess Tomi here) so it's equal team-3 boys, 3 girls.
