The way I'm reading that is he doesn't think the 'deepest fascism' caused by communism is a terrible thing. But instead he thinks that 'deepest fascism' being associated with communism is a terrible thing. In other words, it's giving communism a bad name. As if it's something completely separate from communism, and just happened to occur during implementation of communist policies.
