I don't think anyone has mentioned "Flipped" yet. It has a strong female character and is about younger teens.
There also a really charming French comedy from the 1980s with a young Sophie Marceau called La Boum. Also from that era is Pauline at the Beach.
Come to think of it, most of the good female coming-of-age movies are about younger girls, 11-14, because girls usually go through that stage earlier than boys. This is also primarily an internal, introspective transition, and is not typically sexual in nature. It's almost a pre-sexual maturing.
Boys go through this later, at the height of post-puberty exuberance, and this stage of their development tends to focus outwardly. Movies about 15-18-year old boys are more appealing to older teen audiences, who are a more active market segment than younger teens, and the physical/sexual comedy common to male teens is more broadly appealing, box-office wise.
