Yes. The Pete's Dragon remake and Christopher Robin prove that. But those were outliers. Most of what they pump out anymore are dogshit remakes of their animated classics, endless (and ultimately declining) Marvel films, and mostly god awful "Star Wars" content.

Gore Verbinski's Pirates-trilogy was good, but that's a long time ago by modern standards.

Verbinski honestly wouldn't been bad if they started on this ten years ago. Before 'The Lone Ranger-in-name-only' halted his blockbuster directing.

No. The first one was the weakest of the three. Verbinski probably got more creative freedom after the first one was a success and it showed in a good way.
