Taft, corruption and scandal
Hoover, do nothing president of the great depression
Johnson, Viet Nam war, ten times worse than Iraq
Nixon, more corruption and scandal, resignation
Carter, as incompetent as Hoover
And I have to remind all that Clinton upon leaving office was considered by most of the country to be corrupt and immoral, and he did trade favors for executive pardons right before leaving. However, the media has done a great job of reinventing his image. He once was only eclipsed by Nixon as most immoral president of the 20th century.
And lastly Obama, a likable guy just like GW but not really ready to be president and it has shown.
Prior to 1900, there's probably at least a half-dozen lousy presidents who could easily rival GW.

You are confusing Taft for Harding re: scandals and corruption, e.g. Teapot Dome. Prior to TR, the presidential office mostly took a backseat to Congress for action except for a few, e.g. Jefferson, Lincoln, Jackson, maybe Polk. Executive pardons are the norm at the end of a president's term so Clinton shouldn't be singled out for that but when he left, the government was out of deficit spending and starting to pay down the debt. W's probably somewhere in the middle third of the list of presidents. It all depends on what values you place on their actions. One man's war is another's freedom fight.

I can think of several U.S. presidents worse then George W. Bush Jr. Some of whom include:
John Quincy Adams (1825-1829) (son of 2nd president John Adams); a boorish, bitter lonely man who did very little during his term and had a difficult reputation.
Zachary Taylor (1849-1850); as a military man he knew very little about his duties as president but tried the best he could. Died in office.
Franklin Pierce (1853-1857); Favored the Kansas-Nebraska Act which opened the door to the Civil War.
James Buchanan (1857-1861); a pro-slavery Southerner who faced the nation's breakup over the slavery issue. He worked hard to prevent war but inadvertantly made matters worse instead of better with his Dred Scott decision to allow slavery to be legal in all territories but not in the states. Did nothing to prevent the southern states from leaving the union.
Andrew Johnson (1865-1869); took office after Abraham Lincoln's assasination; worked hard to keep Lincoln's policies on track and fought for what he thought was right but did not have the power or charisma that Lincoln had to persuade people. Like Bill Clinton, he was impeached by Congress for a series of trumped up charges but came to only one vote from being removed from office.
Ulysses Grant (1869-1877); was personally honest but most of the men in his cabinet were corrupt and he could not see people for what they were. Worked hard to do right, but his bad choices in people stained his reputation.
Warren Harding (1921-1923); In large measure let Congress and his Cabinet (known as the Ohio Gang... most of whom were crooks) run the country during the early days of Prohibition. He was more loyal to his friends then his country and his administration was possibly the most dishonest in U.S. history. Died in office of natural causes before he could be investigated for corruption or impeachment. Many scandals (most famous being the Teapot Dome Scandal) came to public light after his death.
