Encouraging piracy?
They used to hang pirates on full display and used their skeletons as deterrents. Or are these pirates who don't do anything like that vegetable cartoon?

shareI think that is more likely something lost in translation, this was originally a Japanese cartoon. Of course I don't really know Japanese but I think the word "pirate" in one piece includes a lot of treasure hunters and adventurers.
The words "one piece" means the hidden treasure of the pirate executed in the beginning, the show is about treasure hunting.
Given what we saw the pirates doing in the first episode (the only one I've seen so far), they are pirates. They attack other vessels, steal, and kill. Luffy seems to be enamored of the romantic aspect of pirates as lovable rogues, fighting authority. This is a common trope among many people; think Robin Hood for example.
Now, Luffy seems to say there are good and bad pirates. That could mean many things and, unless you are familiar with the manga, we will have to wait see. I haven't read the manga, so this is an adventurer of discovery to me. After one episode, I like it.
