It was not that George Clooney was bad, he could still be, but he wasn't given a chance, it was the script and director did that.

I need to rewatch the movie again, but he seems to essentially be the same Bruce Wayne he was previously especially with the paparazzi following him like he’s a big celebrity

Probably not. I think it was just a throwaway joke to end the film. If Affleck does hang up the cowl, it does leave the possibility of George reprising the role in future movies. But, it's not like Affleck being back needs any big explanation. You could just assume something that The Flash did rewrote history again, or put it back as it was somehow.

They are probably going to reuse as many Batmans as they have legal rights to. I don’t think that Warner Brothers directly own the film rights to Batman though. I believe two attorneys bought the rights in the 80s.

Why? Keaton's Batman films are iconic, cLooney's Batman film is notorious as the "Worst Batman Movie Ever Made"
Might as well be "excited" if they got Richard Gant back to reprise his role from Rocky V...
Haha. I actually would like to see Richard Grant come back to the Rocky franchise and pit Adonis Creed against an opponent

No one in the biz, least of all Clooney, wants Bat-George back
It was just a meta-gag way to end the film while acknowledging that neither Affleck nor Cavill would be returning to the DCEU
I was expecting him to say “It’s me, George”.
