Not even a hard choice. Goldeneye has a better story, better direction, better Bond girls and villain, better action and a better performance by Brosnan.
Dalton was great in The Living Daylights but I honestly found him a tad unlikeable in Licence to Kill if I'm being honest. I understand it was a totally different story for a Bond film but I still find it hard to watch in some places. Plus his hairstyle annoys the *beep* out of me. Goldeneye had a dark tone also but it still managed to balance a bit of humour in there too, and overall I find it to be a much more entertaining film.
I like them both but if we're going to directly compare them, I think Goldeneye is technically superior to Licence to Kill in every way.
Goldeneye gets a 9 from me, and Licence to Kill gets a 7.

GoldenEye = 8/10 (my #2 Bond film of them all behind 2006's Casino Royale)
Licence to Kill = 8/10 (somewhere between my 3rd-5th favorite Bond film of them all)

Both are great Bond movies. But I would say IMO License to Kill is a better movie. The big reason is Dalton. Dalton is believeable as Bond. Brosnan Looks out of place thur Most of Goldeneye.Licence to Kill seems to Flow along better too.

What's a knockout like you doing in a computer-generated gin joint like this?
Licence to kill just doesn't work. It tries to be a gritty thriller yet also wants outrageous stunts. It doesn't feel like a Bond film and by then the films really needed a new director. Much as i admire John Glen and think The Living Daylights is a great Bond film.
Daltons performance in LTK is forced and you can see him 'acting'. After his superb turn in TLD it came as a huge dissapointment.
Goldeneye was the shot in the arm the series needed. Much as i would have liked to have seen Dalton back, Brosnan does a very good job. Balancing toughness with the lighter touch.
Goldeneye isn't perfect and has some annoying sillyness (Boris wins as most aggravating Bond character ever) but it's a hugely enjoyable Bond film with all the elements juggled nicely. The action is very well staged and Bonds scene with Judi Dench's M is a classic.
Goldeneye for me.

Licence to Kill was just a generic 80's action movie with very little Bond in it. GoldenEye on the other hand, was a great modern spin on Bond.
