Binoche is devastatingly good in 'Blue'. Like, one of the greatest, most expressive and nuanced performances of that decade. Watts was inconsistent, there were some strong moments, but her film was ridiculous and she was over-the-top in a couple of scenes.

Two different things in my opinion.
Personally, I think Binoche has the dexterity of expressing very subtle human emotions while her performances/roles/characters, are mainly anthropocentric.
Watts goes more for blockbusters (not that it is a bad thing), and her face is far less expressive, although I usually like her movies and she was very good in Malholland Drive.
This question is so arbitrary. Its equally valid to ask "Which one do you prefer? Juliette Binoche in Blue or Rachel Weisz in The Mummy Returns".
