I think it could be made today.
Both the novel and film go out of there way to acknowledge the fact that Buffalo Bill is in fact NOT someone who identifies as transgender but instead is someone who hates himself to the point that he has latched on to gender dysphoria as a mechanism to cope with the disdain he has for himself.
The transgender community is defended in the novel as well as the film with both Clarice and Lector pointing out that there is no evidence of externalized violence with people who identify as transgender.
I think the author did well to present people who identify as transgender as fairly as one could hope for, especially given the nature of the book.

Correct. Clarice even says that Transexuals are passive.

If anything, this film would be considered woke.
