It seems hardwired into to her speaking/conversation, as though it is some Cackling Tourettes Syndrome. It manifests most, to me, when she has no answer for an unwanted question or wishes not to give a response.
I think it's a laugh that might seem ok and appropriate in casual social circumstances. In fact, people who laugh more might even be considered to be more "fun" to hang around with by their peers, and maybe this is why she started doing it. I imagine psychologists have studied this, but my guess is that it's become a natural trait of hers that she can't just turn on and off easily, as it's habitual.
The problem is that the laugh can seem out of place when she's a politician speaking on extremely serious topics that affect people's lives.
A sense of humor is a great things to have. But laughing out loud while in unfunny situations does not indicate a sense of humor.
I point out her wild laughing when she addressed the Congressional Black Caucus. What was so funny then? Sure, smile and say that you are happy to be there. But it was hardly a moment that called for laughing.
Her speech to college students when she shrieked with laughter over her take out coffee cup having lipstick stains on it is another example. What was the joke?
I have dealt with that “problem” since I started wearing lipstick. It never made me want to laugh.
However when I was an adolescent, sometimes I would laugh inappropriately when I was talking to a boy that I liked. It’s a nervous cover up.
Concerning Trump, I think he does have a deadpan sense of humor. But some people are too touchy to see it. For instance, he makes me laugh when he tells some reporters that their questions are stupid. I like that he does not do the phony, “Thankyou for that question.”
I agree with you PJPURPLE that it's a It’s a nervous cover up. BINGO. She's nervous because she's totally out of her league, in over her head, and doesn't have anything intelligent to say, so she fills the gap with nervous cackling.
And you thinking that noise she makes is about a 'sense of humor' and 'liking to laugh' makes you difficult to take seriously. It's clear to anyone with half a brain, like her or not, that it's an exaggerated nervous space filler.
I'm sure its come up before. They probably presented her with a list of bullet points about her that were off putting to the people and that insane laugh was there, probably next to fashion choices, specific word useage, all that kind of thing. Probably had a big meeting about it with 20 people in the room. I think its why she has all those bizarre awkward pauses now. She used to fill this dead air in her brain with her nervous cackle. The way other folks go "ummmmmmmm". So is she just cackling in her head like the Joker?

No, a good PR man would be pragmatic and to the point. Just tell her how she needs to act on camera to win and that's it. Nobody gives a fuck about "feelings".
