For the rest of us, when the police arrest/handcuff a person, they are responsible for their safety and well-being. That is why normal people think it is bad to continue to kneel on a perp's back even after they can't find a pulse.

Do you mean incarcerated persons who have drug addictions? They have to care for inmates with drug problems because jail does not = death sentence. There are also a ton of legal jumbo surrounding "Cruel and unusual punishments," which basically mandate that correctional staff have to care for inmates
