What Australia did in 2003 was to levy fines on retailers that overstated safety claims for masks for protecting from SARS.
You couldn't claim much unless it was an N95 and you had to say that the mask had to be dry and needed to be changed if it got moist. You couldn't claim total protection, either. And in this country, we were never told anything different - we were told N95, our KN95, PLUS social distancing to minimize the risk.
Surgical teams wear masks to stop the spreading via droplets. Covid is spread via respiratory means, and masks don't stop that kind of spreading
