First, as a former deputy sheriff, I can tell you that most cops have no idea how most firearms (outside of their own sidearm) work.
Second, this function is not part of a law enforcement officer's duties.
Lastly, no law enforcement department would allow one of their officers to take on such duties, even as a private citizen, off duty and out of uniform.
This suggestion by Baldwin is further proof that he lives in the fantasy world of acting and movie-making on a permanent basis. He is an idiot.

What a film company need for onset safety is not police officers that are paid for by the general public, it's competent personnel who are given the time and support they need to do their jobs properly! This production had a cut-rate novice armorer who was expected to help with other props, who wasn't given a lock-box for the gun, who wasn't able to keep people from playing with the guns when they weren't needed for the shoot. All that was deliberately put in place, because it was cheaper than running a safe set.
This is Baldwin trying to deflect responsibility, not from himself but frmo the team of producers, including himself.
