I've returned used products from Walmart. So yes you can.
As long as you only used small portion of the shampoo like you mentioned. When you return something, it should look like you tried some of it and didn't like it, and not look like you took advantage of it and used half the bottle.
They are good in returns.
I've had my reasons for returns like "I already have one like this" or "I bought the wrong product" or "I didn't like the smell or taste" of something and I didn't even get a chance to even say those things because they didn't even bother to ask. All I said was that I wanted to return this certain item and they just took it back. Plus if they by chance ask you, all you got to say is "I'm not satisfied" and that would be enough. No need even tell them why you're not satisfied.
This is why I think Walmart has a lot of customers because they are so good at letting people return things.
Expensive stuff like microwave and shaving machines that could be 100's of dollars can be returned after opened in 30 days. Some stores are 60 days. Even other expensive stuff like smartphones and computers can be opened and tried out and if you're not satisfied, you can return it in 2 weeks. You have to check when certain stuff can be returned by though.
Be sure to have your receipt. Sometimes lines are long, so bring your smartphone and play some video games if you want to keep busy as you wait.
You can do the same at Target.
