Black-Eyed Peas were nauseatingly popular for a short while but the saccharine sound was pushed too hard so quickly that they jumped the shark before ever becoming established. I never hear anyone say they listen to them anymore.

Phyllis Hyman is yet ANOTHER diva who should have been huge. But Clive Davis wanted her to adult contemporary pop music. Ms Hyman wasn't having that, so Clive went and got Whitney Houston instead. Phyllis would later commit suicide by the early 90's. What a sad ending to her.
Living Colour, I have no idea what happened here. But it's always been hard for black rock/metal acts to make it big. I remember their second album being even better than their debut.

Paula Abdul, she was hot for like 1 album and just fizzled out. I guess technically she was big. It just didn't last long.

Issues, they was supposed to be the next Linkin Park. But then the lead singer got Me Too'ed.
Sevendust, they were better than most of their contemporaries, but Disturbed was the band that ended up with all of the accolade.
I'd also add Bone Thugs-N-Harmony, they was about to be the gangsta rap equivalent of Boyz II Men huge. But internal conflicts, and record disputes just kinda derailed them. Didn't help that rap music changed for the worse in the early 00's, killing their musical ecosystem so to speak.
