Female? The best I've seen so far is Eleanor Powell.

Male? I am tempted to pick Donald O'Conner, whose incredible dancing in Singin' in the Rain to me was even better than Gene Kelley's, but that is just one film of his I've seen so I'll go with Fred Astaire
