i think if you try to take a measure of who made the most films that are generally held as all-time masterpieces, i think you'd have to name robert bresson.

I'll go with Steven Spielberg..Jaws, War Horse, Lincoln, Indiana Jones, E.T, Saving Private Ryan, Amistad, Close Encounters, Duel, The Color Purple, Schindlers List...etc.

Yeah, it's Speilberg by a mile. You only listed some of his great movies. Here are a few more that I think are exceptional...

Jurrasic Park
Empire of the Sun
Minority Report

Let's not forget his influence is all over Goonies, Poltergeist, Gremlins, and Back to the Future.
