No, it's because Kim Foxx is corrupt. Her reasoning for not prosecuting him is simply ridiculous. It seems the Chicago PD is furious.

What is especially galling is that he didn't confess even after the police arrested his two friends. It is that fact alone, more than the time and money expended on the investigation, that should have guaranteed full prosecution.
