I re-watched it. No. Chris Wallace just made the point that that was Biden's impetus to begin his campaign for president. He didn't say Trump failed to condemn the actions of that day.
Nevertheless, rewatching other parts, I feel Chris Wallace was stepping in where he shouldn't be and cutting off Trump when he should've pressed Biden harder. I also feel Trump shouldn't have interjected so much and just let Biden trail off into oblivion more. His interjection of "Who? What police force supports you?" That was bang on.
When he let Biden prattle about what he's done for the Black community, he let him talk and then railed against him for his poor record against his positive record. If he did more of that, it would've been a decisive victory.
