The pacing of this film was not meant to entertain the current generation of young men and women who require more... entertainment to keep their attention.
What is lost from them is the ability to listen, reflect and to see nuance in film.
I am hopeful that the average 20 year old will regain this with age.

Standard Indian strategy was to draw the U.S. Calvary's fire from their single shot rifles and then charge the group when they were reloading. This hit and run tactic by the various Indian tribes was often successful, taking out more Calvary then they lost.
The invention of the six shooter rendered this tactic useless. The Indian Chiefs new exactly this when first shown the revolver.
The Samuel Colts invention dramatically changed the dynamic of westward expansion and the American/Indian wars.
My guess is that the character used his power for illegal purposes at one point in his life, a government agency found out about it, and now is forced to work for the agency.
Or
He volunteered to help the government at one point in his life, got tired of using his powers for them and fled. The government deemed him too dangerous and important figure to be free man.
Chuck Norris appeared in Breaker! Breaker! (77) A lower budget film that has a similar story arc as Convoy.
Both films capitalized on the short lived Trucker/CB craze in the 1970's.
I don't know if they were profitable.
His character has a type of E.S.P.

The problem is that this movie was directed by a master.
I don't think Mr. Cruise would do agree to star with just any director, and the directors in Hollywood that could do a better than average job currently would probably shy away as the work (no matter how good) would always be compared to Scoresese.
Also all the legal/story/character hurtles that have to be overcome by the studio.

I feel the same on that "suped-up computer generated high hat" that seems to be in every song I hear. Which is right in a way.., I guess..as older generations should be annoyed with the sounds that newer generations calls their own.

Majel Barrett originally played "#1" (first officer) in the pilot (The Cage). A substantial female character in authority. But the reaction from test audiences (including women) were so negative (Who does she think she is?) that the character was dropped...and Spock promoted.
The mini-skirts the women wore were a symbol of the sexual revolution of the late 1960's. For women at the time, it represents freedom from having to dress in a demure manner. Women in Iran are fighting for this very right today.
