I dont know how your convention handled it , but the usual procedure is that they ask the actors agency for a price. Than there will be negotiation about the pay. After agreement the convention has to make sure that they pay the amount. How they do it, its totally up to them. Next step is a contract where they set their conditions like : panels, autograph sessions, dinner. The actor himself is doing not much in the process, just saying yes or no.
