shareWhat do you mean from whom? If you’re asking who started the trope, that’d be some Asian (likely Chinese) storytellers from a long time ago. It ties into a belief in Chi/Ki and how if one were to channel it and train the right way, they can have powers. Marvel comics have used these powers in Shang-Chi and other series.
If you’re asking who trained the women in this movie, it never says and it isn’t important. I mean, who trained the mentor characters in Crouching Tiger Hidden Dragon? Who trained Master Roshi in Dragonball?
The presence of others trained in the same technique shows that they had a common master.
If only the 2 sisters are the trained ones then us natural to ask: how did they learn it?
How did they train? It’s important to show that.

Considering Daniel LaRusso was the main character of the Karate Kid, it makes sense to show Miyagi as his mentor. Both of these women were side characters with about ten minutes of combined screentime, so it's not a very good analogy.
In fact, one of these sisters trained Shang-Chi, which is similar to the Miyagi comparison above. Keep in mind, we never see Miyagi's mentor either.
So anyone in this village is capable of magic kung fu and they only taught it to........two people?

And therefore by default, Shang-Chi and his Sister would have the powers too but only when they were in the realm of Ta Lo.
I believe it was just her family since it was the mother, her sister, and Shang-Chi who are the only people who are shown to have this ability (perhaps Xialing will have it as well in the future). It's never explained in the film how they have this power, but maybe has something to do with having "the heart of a dragon". They also seem to only be able to express this ability while in Ta Lo and near the dragon.
