Where's the outrage on other movies?

we've already discussed differences and similarities. if you "don't know what to tell me" and "think i'm trolling". why did you bother replying then?

Because not everyone knows every single movie... and often these films are just one scene that can get away with not being noticed on a play through. Cuties throws what it is at you plain and loud.

i agree, there may be lots of movies that slip under the radar. but there's not even a single film (!) with a similar outrage and bad rating on imdb due to the alleged sexualizing content. as if 'cuties' was the holy grail of child erotica...
and especially not a single comparable outrage to a film that is highly rated by the professional critics on the other hand.

I think the only true examples which bear merit are Pretty Baby and the two Lolita movies. Despite the nude scene, PB doesn't really feature very much sexuality/erotica and Lolita was played by 14-15 year olds, though, so not really entirely comparable.

have you seen cuties? there's no eroticism in it either. all the twerking stuff etc. was merely used by the girls to provoke adults and get social media likes by their peers, they never had any sexual intentions.
as to child nudity without an erotic context, i must have seen such scenes in at least dozens of movies. just to name a few: astrid lindgren's ronja the robbers' daughter (1984), war of the buttons (1962). even one of my favorite films this year, a german flick called called 'system crasher' has a brief scene of the child protagonist in the bath tub.

not sure about the american market though, could be that those scenes are being censored/cut for the u.s. release. but in european cinema there seems to be no problem with child nudity, as long as the actors and their parents are ok with it.

here's a good example: 'maladolescenza' - https://www.imdb.com/title/tt0076749/
an italian/german movie with 12-year-olds running around nude and having sex. this has been banned since 2006 for being actual child porn, still it has a 5.7 rating on imdb - three points higher than cuties!
