Is this a comedy?

It's a comedy in the vein of Family Guy and sci-fi space comedies (Red Dwarf, Galaxy Quest, The Orville, Futurama).

It's a "comedy" from the "talented" people at Secret Hideout.

I love Star Trek and Red Dwarf, but I don't find Lower Decks very funny. I watch it more to see what things pop up in the course of the season. Eg. just watched the one with Riker and the Tamarian. Enterprise D and Data also got a mention.

It's a love letter to Star Trek. It's what you would see if fans of TOS, TNG, DS9 and VOY wrote a cartoon to play with characters and stories introduced in one episode and forgotten about. I love it. I get all the in-jokes. What would happen if a Tamarian ("Darmok and Gilad at Tenagra") joined Star Fleet? That kind of thing. The way the characters talk about the earlier crews like fanboys. If you never watched any of the previous shows, you probably wouldn't get it. But a real fan is going to chuckle right along.

never heard of it, I might give this a watch.
