It's obviously based on that idea. Different character names to avoid being sued, but basically asking the question, what if instead of being a good guy little Clark Kent was a vicious sociopath who grew up feeling contempt for all the weak inferior people around him? Sounds like a unique spin on the classic tale. If this is well reviewed when it comes out I'll probably go see it.
