They made him a beta male BTS soyboy that knows NOTHING. Literally how can you even join RPD without knowing much about guns. Even in the games and animation he was competent and not some washed up beyond rookie.

They wanted to give a different take on the character, I guess. They also, probably, had so many badasses that they needed someone to be a sissy

He was kinda like that in the game. It's not like he didn't know anything about guns, but more like he was very nervous.

his takes on original 2, Darkside Chronicles, Operation Raccoon City he was still bad ass.

RE4 completely changed his characterization. Leon was originally a chumpy simp.
