As to why he’s wearing “The yellow spandex Wolverine X-Men” outfit in this? Especially after what he said in the first “X-Men?” Or will it be retconned as in you know it was never said?

Well, for one thing, this wolverine is not from our universe. He is from a parallel dimension. And, I guess in this reality the yellow suit is standard, though I have always felt that a bad ass like wolverine would NEVER wear a YELLOW outfit.
Of course, considering that this is a Deadpool movie, they might come up with a funny reason for his wearing the suit.
As said, this Wolverine is a different wolverine from the X-Men/Logan films (though it's Jackman again). Deadpool has more comedy than the X-Men/Logan movies, so they can use the cartoonish yellow spandex
