Why couldn't they bring his character back with a different actor?
shareI think It's unlikely that O'Conner will return because it would be disrespectful to Paul's legacy, unless his family would approve of O'Conner appearing (eg Caleb or Cody mentioned a while ago that they had talks with Vin about it). Nolan wanted to include Heath Ledger in the Dark Knight Rises, but his family didn't approve of it.
shareI agree. Plus I don't think it would be appealing to bring the character back with a different actor. I think that the role was made for Paul Walker. To put another actor in his place just wouldn't be appealing. I think that Paul Walker was unique, and no one could take his place. Humans aren't cars that can be replaced.

One issue is Vin ego he has to be the main star and likes to use Paul at times for attention to himself.
Nolan wanted Ledger because they had written he would appear in the next film but after he died they rewrote it nothing to do with his family.
The other issue is while CG looks good for effects etc its still not great for people models you also dont get the talent of the actor which is a big loss so if Joker had been CG it would have been poor.
