So the problem is not that they have some female muscle but that they will have the wrong female muscle.
All male action stars are buffed, big, muscular. The old female action stars (and I mean proper action starts) were buffed and muscular as well. The current ones are just skinny, sexy girls that pretend to be "action stars" ...
I think time has proven almost no one WANTS to pay to view buff, big, muscular women in movies. They just don't. I can't think of one film that offers that up as an interest. There probably is one, I just never heard of it.
We naturally gravitate to what we want to see: hot, sexy women, scantily clad, kicking ass, even when there is no way it hell it could ever work like that. Movies are fantasy.

Xena worked quite well, they had like 6 seasons and it's a shit of a show. She is/was (haven't seen her in while) considered a sexy/hot woman and she is NOT small.
