shareIt sounded like he didn't get his words out properly either. I can't have been the only one who heard him say: "[something inaudible]..eyes Oppenheimer" and was left confused trying to take in what he said while realising the winner is Oppenheimer at the same time. I think this is what led to the lack of reaction in the audience at first.

I wondered if he forgot to read the names on the teleprompter. It probably was a stupid "creative" decision by the showrunner since I noticed some best pictures' scenes before or after commercial breaks which I missed. They should've just flashed them on the screen and have an announcer say them quickly before the announcement.
shareHe acts to me like a typical early dementia patient. In the early stage, they just forget like the sequence he has to follow and try to hide their confusion by doing the thing, they remember as there is nothing. This works quite convincing in the start, so they can fool people who don't know them. This will become more and more complicated until its obvious for everyone.
Could be of course also just that Pacino was bored and skip it. Who knows. At least he didn't seem to be on cocaine like during the Game awards.
