I agree with you in theory, yet I feel like Prometheus is the movie that asked the hard questions and was mostly engaging when it did. This was supposed to be the movie that gave us the answers and it didn't really do that. When taken together it's disappointing.

I'm pretty sure the let down of Prometheus led to jaded fans not bother to see Alien Covenant. It just felt like another psudo religious film just on the title alone.
Prometheus has its share of problems, but at least it has focus and maintains a consistent tone throughout. Covenant isn't sure what it wants to be, and the harsh tonal shift in the third act was just sloppy.

Your arbitrary box office rules are, well, arbitrary.
Box office is a measurement of money. People who bought a ticket. People who spent money based on hype, trailer, actors, etc. It is not a reliable measuring stick of quality, story, acting, or artistic merit.
You can easily make the same correlation that people didn't spend money on Covenant because Prometheus was such shitshow letdown.
