Who knows. I wasn't expecting this to be smart, but it's aggressively, needlessly dumb, and not in a fun way.

And how were they going to administer the antidote? They turned on the radio signal and then started to run. It made no sense at all.
They werent. The psychopathic woman said they are going to let the army kill them then take samples from the dead bodies which is all they needed.

They did explain it. They didn't know about the alligator yet. They only knew about George and the wolf. They knew George was on the plane. By activating the siren they assumed George would destroy the plane, and himself at the same time. The wolf would come to Chicago and be destroyed by the army. Then they would harvest the remains (either officially as a company with government contracts or surreptitiously, that wasn't made clear) isolate the virus and sell it.
This isn't speculation. The sister explicitly details this to the brother when they are on the roof, just before activating the siren.
