That's assuming you're talking about western comic books. If you want me to include Japanese comics in there, I'd need to consider what's going on with Akira, Ghost in the Shell, Neon Genesis Evangelion, the Cowboy Bebop Movie, and so forth.
My reasoning: I feel like Joker, Logan, and Ghost World are all amazing stories regardless of whether or not they have source material. They aren't reliant on action scenes (even when they have them (particularly Logan)) to tell their stories, and they have deep values about characters and humanity. They're pretty deep.
Batman '89, Returns, and The Batman, Watchmen, and Dick Tracy are stylish and bring comic books to life in ways that few other films do. They look like living, breathing comic books, but none of them sacrifice their psychological depth or tone to just be silly. Dick Tracy is more fun-lovin' than the others, but I think it's fun-lovin' in that great Star Wars/The Mummy kind of classic adventure way. It's a smarter movie than it gets credit for. Watchmen also has a tonne of depth, albeit from the source material - it's not really the movie on its own.
The Dark Knight is high-grade filmmaking, although I don't think it's quite as good an adaptation as some others do. It's still brilliant, though.
The Crow is dark, moody, and very different from a lot of comic movies. Maybe too much style, not enough substance, but it's got enough of both to warrant a slot.
Road to Perdition is a beautiful tale of fathers and sons. It's fantastic.
As with any top-10, there wasn't enough room for all the brilliance. I feel worst about not including 300, Sin City, A History of Violence, Mask of the Phantasm, Into the Spider-verse, and Dredd.

Not bad. I edited my initial post to squeeze in animated films. I hear a lot of good things about Akira. I watched it a year or two ago but didn't like the cheesy english dub. I suppose I could look for it in Japanese with subs.
Mask of the Phantasm could easily make the list, yeah. Animation changes it.
Akira's good. I've got a bunch of the comics, too, and it's an epic story - the movie's awesome but isn't half the story. I only have three volumes, so I'm missing a bunch of the original, too. Yeah, check it out with the sub if you can't stand the dub.
