Apparently, it has been designed so that it doesn't really map on to the currently political situation. For example, it's California and Texas together, which... well... doesn't seem wholly plausible in the real world. Garland said he figured that he doesn't really need to make a film about real world tensions because everybody already knows what they are. I think the overriding point is supposed to be against polarisation...
... but undoubtedly some people will get very upset with it through a partisan or ideological lens and type about it furiously on the internet... as happens to every single movie these days. Ad nauseam.
