If worst means best in your lexicon….sure
shareHe seemed to do a lot wrong - declared ketchup a vegetable in school lunches, soared the budget deficit, and had the Iran-Contra affair etc. There's also a strong likelihood that he was senile in his last year or so
But the 1980s seemed to be a happy and prosperous time. So he gets credit for it
