If we go purely by what is shown in movies, there is that kid in X2 that could change the channel by blinking. I reckon that's about as useless as it gets.

I'd probably say that "Moist" from Dr. Horrible's Sing-along blog has the worst super powers to date. His ability? To slightly dampen things.
