I'm giving the edge to Insidious. Two things I didn't like in Sinister: the reappearing cardboard box and the irrelevance of his wife as a character.

Really both these movies were poor. Sinister was carried entirely by Ethan Hawke, but was a bunch of nonsense for kids; this movie just seemed to drag on though I can't remember most of it anymore (forgettable movie too).
When I think about it now I might say they're tied at a 4 or 5 out of 10, but what I rated them on IMDb was:
Insidious: 5/10
Sinister: 4/10
They're not the worst movies out there but they're both bad. Neither is scary either...at all.
I'm never going to bother watching the sequel(s) to Insidious (I thought it was bad enough they made the first one) but Sinister...where the heck do they get off making a sequel to that film?!? There's nothing even left to care about at the end you're just thinking "okay it's over...finally." LOL. At least Insidious you could see there being a sequel due to the way it ended. Sinister, even the kids that liked the first one would probably be what, like 15-16 by now? And they wouldn't be scared of the boogeyman anymore. I guess maybe they planned to scare some new 12 year olds? Given Hawke carried the entire first Sinister himself I wouldn't expect that Sinister 2 could be anymore than a 2/10.
Sinister is scarier and better built, but the ending spoils the rest of the movie.

Watched both recently. Insidious starts well but really goes down hill through out. Almost turns into a comedy at times and the out of body stuff in the end looked like something out of Charmed. I'm not sure why people say Sinister relied on jump scares there were barely any in the movie. I thought it was the better film overall but the ending was a bit of a let down. Would have actually been better if it didn't turn paranormal.

It's tough to decide. I really like Insidious but I think I liked Sinister just a little more because I didn't like the cliffhanger at the end in Insidious. Both movies were really good though!!
Which movie was scarier?
Definitely Sinister. This one is not even close. Insidious was very decent in this area, I have watched a lot of horror movies and it was scarier than a lot of them for sure. But Sinister was simply a level above, one of the 10 scariest movies Ive ever watched.
